Text.Substring(i,1) ifadesi for döngüsünün son elemanında index out of range hatası verir. döngünün ikinci ifadesindeki "<=" i "<" e çevirmek, ya da i<=Lenght-2; diye değiştrimek hatayı çözer sanırım.
yine de debug candır.
