"The RPD only decides refugee claims that are made in Canada. If you are outside of Canada, the RPD does not decide your claim. Please see Immigration, Refugees and Citizenship Canada (IRCC) for more information on refugee protection outside Canada.
Potential claimants in Canada must first speak to a CBSA officer at an official port of entry upon arrival, or to an officer from IRCC or CBSA at an inland office. The officer then decides whether the claim is eligible. If eligible, it is then sent to the RPD to start the claim for refugee protection process."
